Don't Pay Your Edisto Beach Tax Bill Before read this...

Tax Alert. I am sure by now that you have heard all the commotion about Colleton County’s new tax software. If not, Here is the short reprise of the situation. Beginning of 2009, the Colleton County Treasurer, and Assessor’s office purchased new software to bring the county’s into the 21st century. (Way over due in my opinion.) They were told that it would probably take about three months to migrate all the records from the old system to the new an updated version. Well about June, Becky Hill the county Treasurer new that they had a major problem. It was not until late August did they realize the magnanimity of the crisis. The bills would not be mailed in September and the County’s cash flow would be severely impeded. This was not good.
Flip ahead to the present, the bills were finally mailed last week, a tax bond was acquired to cover the cash shortage caused by the bill not being paid. Problem solved…well hold on their cowboy. This is one nightmare that just wouldn’t go away. So it turns out that a majority of the Bills that were mailed are Wrong. I have talked to several clients that their tax bill were almost double. Here is what was in the Press and Standard to day about the fiasco:
Shortly after the tax bill began appearing in the property owners’ mailboxes, the call into the county offices began.
“The number of calls has been horrendous,” Colleton County Treasurer Becky Hill said. “We can’t do anything but answer the phones and research what I wrong with the bills.”
Hill said the line of vistors to the office’s of Assessor George “Bucky” McCormack and Auditor Jim Hiott “were out the door.” Phone calls, she added, quickly filled up the voice mails of office personnel.
That led callers to begin dialing Hill’s office and tying up the treasurer’s office lines.
“The first day was the worst,” Hill said. Now each day, its getting a little better.”
Wednesday, Hiott said his office is still being inundated with calls. He had 35 messages to respond to when he began his day.

drive through the forests and fields across Edisto Island. About 5
miles from the beach, the restaurant was once a combination post office
and general store, as its weathered clapboards and old-time
architecture imply. Chef Philip Bardin and his partners, who
transformed the premises in 1988, prepare a worthy compendium of Low
Country cuisine and serve it in copious portions. Try island corn and
crabmeat chowder, Orangeburg onion sausage with black bean sauce,
scallops and grits with mousseline sauce, fried quail with duck-stock
gravy, and "fussed-over" pork chops with hickory-smoked tomato sauce.
This is probably the only restaurant on Edisto that you will need to
make reservations. This is one of those "do not miss" experiences.

Edisto Beach, SC-What about Point of Sale Taxes
The highly flawed 2006 property tax code has severely hurt real estate sales on Edisto Beach. So when is going to be fixed? Here is the recent update:
Legislation
addressing point of sale property tax assessment remains the number one
legislative priority for South Carolina REALTORS® this session. The
leadership and staff of your association spent the summer and fall
traveling the state, meeting with Senators, hosting local delegation
meetings, meeting with local elected officials, compiling data, keeping
the issue in the press and organizing an aggressive REALTOR® campaign
supporting point of sale reform.
As you know, point of sale assessment is adversely affecting the real
estate market and commercial investment in our state. Without
commercial investment and the jobs it brings, we cannot grow our state
out of the current recession. SC Realtors believe addressing point of
sale through passage of H.3272
will provide an immediate economic catalyst to reignite our economy.
Our opposition has argued that H.3272 is just another patch to the tax
reform legislation that was passed in 2006, known as Act 388. SCR
agrees that Act 388 has some serious long-term problems. H.3272 has a
shelf life of only 5 years - enough time to put South Carolinians back
to work and lead us out of the recession. H.3272 gives the Tax
Realignment Commission and the General Assembly the time to do what
needs to be done - an overhaul of the entire tax code.
H.3272 caps point of sale reassessment at 15% and uses that value as
the baseline for the next countywide reassessment cycle. The
legislation is sunset to five years and applies to transactions from
January 1, 2009 forward. After receiving approval by a vote of 85 to 23
by the House, and unanimously passing the Senate Finance Committee, the
bill immediately stalled once it hit the Senate floor, until the Senate
voted to set H.3272 for Special Order by a vote of 34 to 7. This is a
procedural maneuver that improved chances of having the bill considered
despite the objections raised by Senators Matthews, Hutto, McGill, Leventis, Williams, and Nicholson.
While the Senate did not pass H.3272 in 2009, we retain our slot on the
Special Order calendar going in to 2010. We will not relent on this
issue, and your involvement is critical. SC REALTORS® must rally around
this issue to ensure passage early in 2010.
We as Citizens of Edisto
and property owners must continue to put pressure on our legislature.
About a month, we almost let a municipal lobbying group pass some
unfavorable code that would have slowed our chance at getting this tax
code fixed in 2010. Here is the story:
Several
municipal council resolutions have surfaced the past two weeks opposing
any change to point of sale assessment. The Municipal Association is
aggressively encouraging all cities and towns across the state to pass
these resolutions. It is incredibly important that your local
association be vigilant and find out if your city council(s) will be
taking up a resolution opposing H.3272. Now is the time to call your
council members and appropriate local government staff. Please ask them
if they intend to take up the resolution, ask that Realtors be given
the opportunity prior to that meeting to educate the Council on what
point of sale means to your community, and ask them not to bring the
resolution before Council. Being active at the local level is vitally
important to our success at the Statehouse. Thanks to house speaker
Bobby Harrell in his efforts to squash the resolutions. Edisto real estate is safe for the time being. But we need to mandate the change in the SC Tax Code in 2010.
Please
continue to keep informed and involved. It takes all of us to get
things done. We have to keep pushing and making noise. We need to get
our lawmakers focused on the things that matter. Jobs and taxes. If we
let the good old boys keep doing what they have been doing...we will

Residential Real Estate Sales Up 31% from October 2008
CHARLESTON, SC—(November 10, 2009) Preliminary data from the
Charleston Trident Association of REALTORS® showed a 31% increase in
closed sales year-over-year. 721 homes sold this October, as compared
to 549 homes in October 2008.
The increase in sales is largely attributed to a more affordable
market, as buyers take advantage of the robust inventory of fairly
priced homes. In line with the national trend of an 11% decrease in
median price, the Charleston area saw median home prices settle to just
under $170,000 in October, a 13% variation in price from 2008.
Inventory dropped slightly again, with 10,631 homes currently listed
for sale with the Charleston Trident Multiple Listing Service.
BERKELEY COUNTY
Berkeley County sales were up 25% from October of last year; 186 homes
sold at a median price of $155,000. In October of 2008, 149 homes sold
at a median price of $169,900.
CHARLESTON COUNTY
In the last 30 days, 339 homes sold at a median price of $205,000 in
Charleston County. That reflects a 9% increase in sales, from last
year’s 312 closings during the month of October.
DORCHESTER COUNTY
Sales in Dorchester County increased by 53% year-over-year; 177 homes
sold at a median price of $152,700 compared to 116 sales at $167,663 in
October 2008.
Edisto Island and Edisto Beach
Unfortunately for the Edisto Area, sales were still dismal at
the end of November. Everyone had hoped the small bump in October was
a sign that the worst was over. We will just have to wait and see what
the future brings. We are seeing a lot of opportunist buying
especially good deals. The regular second home buyer has not yet
returned to the market.

Friday the 13th for most of the day was gloomy and dreary. You know,
one of those days you wished that you had just stayed in bed. It was
cold, wet and it was the end of the week... Finally the day slumbered
its way to the finish line. And while packing my brief case for the
long ride home, I noticed outside my window just over the marsh grass a
strange but warm glow. Curious, I moved closer and peered out over the
horizon. The magnanimity of the clouds and the awe inspiring blaze of
the Sun was almost overwhelming. At that point I was reminded of What

Of the 655 eligible voters, 418 cast votes. Of those, 86 were absentee.

Edisto Beach, SC-The Grim, Grim and Ghost are

of the Beach, I noticed the wind began to Howl, the old oak trees
shivered with life, the clouds seemly moved in so close, the air was

The Edisto Fall Festival
Edisto Beach, SC- Family, Food and Fun. This year’s festival
featured about thirty vendors offering arts, crafts, jewelry, sweet
treats, face painting, and more. As with everything on Edisto,
this festival is more of a laid back stroll thru a home town- style
main street. You know-Very casual, very kid and pet friendly…something
that you would only find on Edisto.
A new addition to the festival was Salkehatchie Stew- a group of
local Lowcountry Story tellers weaving their legend and lore. It
certainly was a crowd pleaser. Not to mention the free Edisto Shrimp Gumbo
prepared by Chef Travis Godley. I asked him what was the difference
between a Chef and a Cook? He said, “a Chef doesn’t have to clean the
pots and pans that he uses”. I am definitely a Chef!
The day started off cloudy and cool but eventually the sun peeked
out of the clouds and warmed things up a bit. All in all, it was
another fine event for Edisto. Hope to see you next year!

What a fantastic time to be on Edisto Beach! Fall is one of my favorite times of the year to be on Edisto.
You wouldn’t believe all the amazing array of fall flowers. The deep
purples, the brilliant yellows and the burnt oranges illumine this
semi-tropical island. It is hard to believe that winter is almost
about us. Let's not think those evil thoughts yet. Today, with the sun
shinning and the warm southern breezes the temperature hit 77 F
degrees. I even saw some folks coming off the beach in bathing suits
and flip flops. They are living the good life. Oh, did I mention Fall
Flowers? Check out these beautiful flowers that I saw on my daily
drive around the beach.

Yesterday, October 11th at 3pm at the Environmental Learning Center on Edisto Beach
State Park as we dedicated the Bache Monument, and its inclusion on the
National Register of Historic Places. This was a pretty cool event.
Can you imagine that that our country is still so new that we are
remembering the last time that we pulled out a yard stick. Check out
the rest of this story.
What’s the history behind the Bache Monument, you ask?
The US coastline between Maine and the Gulf of Mexico was accurately
measured for the first time in the 1840s. The director of the survey
was Alexander Bache, great-grandson of Benjamin Franklin. Alexander
Bache invented a tool known as the “Bar of Invariable Length” that
allowed this survey to take place. The baseline at Edisto was the third
of seven lines measured. The baseline markers still exist on Edisto,
the oldest intact baseline! Two endpoint markers are still in existence
on Edisto Island.

If you are a history buff and love being by the Ocean, Edisto is the place to visit. We are surrounded with beauty and history.

I think that you do. By now you know
that we call a home on Edisto a Beach
House. And that when you drive onto Edisto, it is like stepping back into time…you will find
houses that are from the 1950’s to the present.
And sometimes you will find Beach Houses that are just plain Weird!!!!

Have you ever really seen a Diamond in the rough….
This is the time of year to come to Edisto Beach. It is still warm and sunny. All of the tourists have gone home. The birds are singing-the fish are jumping. You get the drift. It is my favorite time of year on Edisto!
Today is the anniversary of the collapse of Lehman Brothers that let to a deeper recession and a litany of government programs that tried to end the pain of the slow down. Whether, the government stimulus programs worked are yet to be seen. I know that our government has spent a lot of money on our behalf and I am really not certain just how we intend to pay for the bill. Time will tell.
As for the Edisto Real Estate market, as I premised last week, the market has seemed to stabilize. We are not seeing near the amount of price reductions that we saw in the spring and the buyers are beginning to look again. It should be a quite productive fall selling season.
Again, I have picked the Edisto House of the week from another listing company:

This one came to me by surprise. Our company listed and sold this home back in 2007 for $660,000. At the time, the house was in need of some tender love and care. It needed painting, flooring and new furniture. The original list price was $769,000 in 2006- makes this house quite a deal at $619,000.
Moreover, this home has had a total makeover. New flooring, new paint, new kitchen counter tops and a major cleaning. When I walked into the house last Saturday, I thought that I was in the wrong place. My client asked me about the beautiful flooring as soon as I walked into the entrance. I looked down and then up and noticed that not only the ceiling that had been painted but the brown paneling on the walls. It was quite a surprise when I caught a glimpse of the tiled kitchen. It was fantastic makeover. I applaud the interior decorator!

All and all, I would give this Edisto Beach House a thumbs up. It might be older but it has been completely been remodeled and refurnished. It looks and feels like a brand new beach house. Also, it is just a few steps to a great beach.
